Even if the supervisor permitted his leave, he should be the one to finish the form process by submitting it back to the HR office, because it is his responsibility, and it is the HR manager’s decision that matters.
For the supervisor’s point of view, he is at fault for the following reasons:
- He should have made it sure that the form was submitted to the HR manager even if he has lots of things in hand because apparently, monitoring his people is part of his job.
- He should have listed all the things that he needed to do in order not to forget them.
- He does not have the authority to make decisions that he is not supposed to make, such as permitting the employee to leave even before it was processed by the HR manager.
