Every business or organization needs a human resource department to function properly and objectively. The Human Resource Department is responsible for a lot of different tasks that help maintain an organization’s morale and credibility, such as overseeing the functions of various departments and the management of employees.

It is therefore crucial that the Human Resource Team is well-versed in disciplinary functions, compensation and benefits, training and development, recruitment, and employee relations in order for it to be effective. It is equally important that a Human Resource Manager carry competent skills in communication and decision-making.

Evaluating an HR Management in its goals and plans for success includes looking into the company’s recruitment policies, hiring processes, the effectiveness of human resource leaders, the effectiveness of strategic plans, and the effectiveness of the team toward strengthening relationships between the employer and its employees.

To evaluate the effectiveness of the HRM process in a company, Harvard researchers were able to formulate 4 models as a means to measure their performance level.

Commitment

The result of an effective human resource management is a staff that is loyal and committed. When employees are committed, they usually exhibit a sense of loyalty and a motivation to work. Conducting surveys or interviews can help gauge an employee’s level of commitment toward a company. Meanwhile, an increased rate of absenteeism and voluntary separation is also a sign of an employee’s lack of commitment to a company and should therefore prompt HRM to polish its policies and enhance them further to promote employee commitment.

Competence

Competency means testing an employee’s ability to perform his tasks well. This aspect touches on the extent and efficiency of the human resource management to develop policies and marketing strategies that attract skilled talents and to actually keep them.

Congruency

The third model for assessing human resource management is by evaluating its congruence. An effective human resource management is derived from maintaining trust and common purpose in the workplace versus high levels of tension and stress. Congruence is tested by the tension between supervisors and employees and whether they are able to maintain a good working relationship.

Cost Effectiveness

Determining the cost effectiveness is concerned with the efficiency of operations and if policies set by human resources are cost effective in terms of wages, benefits, turnovers, and other similar factors.

Being able to objectively evaluate the management methods of the human resource department enables organizations to enhance their employee’s level of commitment, competence, congruence, and cost effectiveness. Employers need to be aware that loyalty from employees means that the management also needs to be transparent with its employees and to promote proper communication between employees and managers.
